Non-Vested Subscribers
Non-vested employees who terminate employment with the state and their dependents may continue coverage under the provisions of COBRA.

Terminated Vested Subscribers
Vested employees who terminate employment with the state and their dependents may continue coverage after employment ends. Terminated vested employees and their dependents not currently enrolled may elect coverage by providing:

  • Proof of other coverage for six months immediately prior to termination date; and
  • Proof of eligibility for dependents

After MCHCP processes the termination, members receive a letter and Terminated Vested Enrollment form. Coverage must be elected within 31 days from the last day of the month in which employment ends.

Dependents may not be added during Open Enrollment. New dependents and those with a loss of employer-sponsored coverage may enroll during Other Enrollment Periods with appropriate documentation.

Terminated vested subscribers who fail to elect or cancel coverage cannot enroll at a later date. Coverage may continue under the provisions of COBRA; however, when COBRA coverage ends, the individual cannot enroll as a terminated vested or retired subscriber.
