On Dec. 13, 2012, the Missouri Consolidated Health Care Plan (MCHCP) Board of Trustees appointed Judith Muck as the agency's Executive Director. Judith came to MCHCP as Chief Operations Officer in June 2010 and became Interim Executive Director in May 2011.
Under the board's direction, Judith oversees more than 70 staff members and leads MCHCP in providing health insurance benefits to most state employees, retirees and their dependents, and public entities within the state that have joined the plan.
Judith is committed to improving the member experience with MCHCP through evolving wellness programs and technological initiatives. By increasing wellness program engagement, her goal is to reduce member health risk factors, improve health outcomes and strengthen the financial stability of the plan. Through technological advancements, she hopes to support member engagement and drive efficiencies and savings.
Before coming to MCHCP, Judith spent 25 years with the Missouri Department of Social Services working on Medicaid issues within the MO HealthNet Division. Judith led teams that deliver managed care to children, families and pregnant women. She also led efforts to reduce Medicaid fraud, waste and abuse. Prior to her departure from MO HealthNet, Judith spent three years as Deputy Division Director over operations. She provided oversight to 150 staff in program management, information systems, program integrity and cost recovery.
Judith holds a bachelor's degree from Missouri State University and a Master of Public Administration from the University of Missouri. She lives in Columbia with her husband and son.
