New employees must enroll or waive coverage through the Statewide Employee Benefit Enrollment System (SEBES) within 31 days of hire date. Eligibility for coverage begins the first of the month after the hire date. Coverage begins on the first day of the month on or after enrollment is completed. New hires will receive a SEBES enrollment password by email if an email address is provided to the human resource/payroll representative. Otherwise, the SEBES password will be mailed to the new hire’s home address. Contact MCHCP for help accessing SEBES.

Employees currently covered as a spouse on an active state employee's MCHCP plan must enroll in separate coverage as a subscriber. See Dependents for more information.

Employees currently covered as a dependent under a parent or guardian’s MCHCP plan may keep coverage until age 26 or enroll as a subscriber. Deductibles and out-of-pocket maximums transfer to new coverage as a subscriber. Dependents are not eligible to participate in the Strive for Wellness® program to receive the wellness incentives.

If enrolling dependents, proof of eligibility must be submitted within 31 days after completing enrollment through SEBES.

Active employees who fail to enroll during the 31-day period may enroll during the next Open Enrollment (Oct. 1–31) for coverage effective the following January.
